SAPS responds to Phahlane investigation

Pretoria – The South African Police Service (SAPS) says Acting National Commissioner Lieutenant General Khomotso Phahlane was not informed of any investigation against him by any authority, including the Independent Police Investigative Directorate (IPID).

SAPS on Wednesday said Phahlane was shocked to learn through reports circulating in the media that the IPID is conducting an investigation of “defeating the ends of justice” and has issued a warning statement against him in relation to this matter. 

“It is thus strange that allegations of interference with witnesses have been made through the media without the Acting National Commissioner having been approached with the particulars of any such matter.

“This is contrary to the established practice and procedure of obtaining warning statements following an engagement with the person under investigation by a competent investigation authority,” said SAPS in a statement.

The probe into Phahlane reportedly relates to a house he built in an upmarket estate in the north of Pretoria and his ability to afford the house estimated to be worth approximately R8 million. Phahlane allegedly contacted witnesses who are part of the investigation. The original document in the matter was opened by forensic investigator Paul O’Sullivan.

SAPS said it was “unthinkable that a civilian, Paul O'Sullivan, is a lead investigator in the matter, as could be deduced from media and other reports”. 

“He [O'Sullivan] has invaded the privacy and security of the Acting National Commissioner, seemingly collaborating with officials charged with the critical function of conducting investigations against any SAPS member.”

The police service said it respects the mandate of IPID to investigate any member of the SAPS, irrespective of rank or title.

It said the Acting National Commissioner will fully cooperate with the investigators. However, SAPS said it was disappointing that news of such an investigation was leaked to the media before Phahlane had an opportunity to learn the details of the investigation and provide his version.

Meanwhile, SAPS has urged its members on all levels to not to be shaken or diverted from their resolve of ensuring that they continue to serve communities as the festive season approaches.
