Public consultations on municipal boundaries to kick off

Pretoria - The Municipal Demarcation Board (MDB) has published additional dates for the consultation process in municipalities affected by the proposed redetermination of municipal boundaries.

In Gauteng, public consultation meetings regarding the proposed redetermination of Ekurhuleni and the City of Johannesburg Metro Municipalities will be held at Tembisa Civic Centre on Friday May 10 at 10am.

The gathering will centre on the exclusion of a portion of the Phomolong community from Ekurhuleni and include it into the City of Johannesburg.

Another meeting in Gauteng will be held at the Nigel Council Chamber on the same date and time. The meeting will focus on the redetermination of municipal boundaries of Emfuleni, Midvaal and the Sedibeng District Municipality with the view of amalgamating Emfuleni and Midvaal into a single category A municipality.

Stakeholders will also engage on the proposed inclusion of Lesedi Local Municipality into Ekurhuleni Metropolitan Municipality.

In KwaZulu-Natal, the first meeting will be held at the Uitvaal Hall at 10am on Tuesday, May 7 and will focus on  amalgamating Indaka local municipality and Emnambithi/Ladysmith local municipality into one new municipal area in Uthukela District Municipality.

Proposals are also tabled for the redetermination of the municipal boundaries of Msinga and Endumeni Local Municipalities by excluding Ward 1, 2 and 19 from the municipal area of Msinga and including them into the municipal area of Endumeni local municipality. The meeting will be held at Moth Memorial Hall, 16 King Edward Street Dundee on May 9 at 10am.

Another meeting where the proposal for the redetermination of the municipal boundaries of Umvoti and Msinga Local Municipalities, by excluding portions of Farms Impanza River 1843, Entebeni 8312, Duiker Hoek 3283 from the municipal area of Umvoti municipality and by including them into the municipal area of Msinga Local Municipality will be held at Greytown Hall on May 10 at 10am.

The last meeting in the province on the same date and venue will be about the proposal for the redetermination of the municipal boundaries of Msinga, Umzinyathi District Municipality, and Umvoti local Municipality by excluding wards 11, 12 and 13 from the municipal area of both Msinga and Umzinyathi District Municipality.

The MDB has proposed that the wards to be included into the municipal areas of Umvoti local Municipality and Umzinyathi District Municipality.

In the Free State, the meeting on the proposal for the redetermination of the municipal boundaries of Naledi local municipalities, Xhariep District municipality, Mantsopa Local Municipality, Setsoto Local Municipality and the Thabo Mofutsanyane District Municipality with the view of creating a new district comprising of Naledi, Setsoto and Mantsopa Municipalities will take place on Tuesday, May 7 at Ladybrand town hall at 10am.

MDB Chairperson Landiwe Mahlangu said as per their commitment in ensuring greater enhancement of the investigations that are on-going, it is incumbent on them to ensure that key stakeholders in the affected municipalities make their input to enable the board to make an informed decision once the process is finalised.

“The MDB is also pleased with how the consultation process that started off last month has gone thus far. It is really encouraging to see not only the quality of contributions from participants, but also their level of participation.

“The level of participation has varied in the respective municipalities in which areas in which the process has taken place from stakeholders broadly accepting proposals to situations where others vehemently opposing proposals at the MDBs disposal,” he said.

The investigation and public participation process underway will be finalised at the end of the month where after a notice in terms of Section 21 of the MDB Act will be published.

Affected stakeholders will have another opportunity to make a further input should it be necessary before the board takes a final decision. - SAnews.gov.za
