N West to hold public hearings on bills

Pretoria – Portfolio committees of the North West provincial legislature will on Wednesday hold public hearings on the Sectional Titles Amendment Bill 2013 and the Special Economic Zones Bill.

The hearings will be conducted by the Portfolio Committee on Agriculture and Rural Development and the Portfolio Committee on Economic Development, Environment, Conservation and Tourism.

They will be held at Sunrise View Community Hall in Boitekong, Rustenburg; Klerksdorp Banquet Hall; Delarayville Town Hall and UCCSA church in Huhudi, Vryburg.

All hearings start at 10am.

The Special Economic Zones Bill 2013 seeks to provide for the designation, promotion, development, operation and management of Special Economic Zones; the establishment of the Special Economic Zones Advisory Board; empower the Minister of the Department of Trade and Industry to establish the Special Economic Zones Fund; regulate the application, issuing, suspension, withdrawal and transfer of Special Economic Zones operator permits; and provide for the functions of Special Economic Zones operators.

The Sectional Titles Amendment Bill 2013 seeks to amend the Sectional Titles Act, 1986, to further regulate notification of the intended establishment of schemes and the sale of units to lessees; provide for the cancellation of registered sectional plans in a prescribed manner and regulate the issuing of a certificate of registered sectional title in respect of a fraction of an undivided share in a section.

The bill also seeks to provide for the registration of a transfer of a part of the common property with the consent of the owners of the sections and the holders of registered real rights and provide for the endorsing of title deeds to reflect amended participation quota schedules. – SAnews.gov.za
