Pretoria - The Free State Executive Council has pledged to support and strengthen performance monitoring and evaluation in the provincial administration following a meeting with the Deputy Minister of Performance Monitoring and Evaluation in the Presidency, Dina Pule, on Wednesday in Bloemfontein.
The meeting was held to introduce Pule to the Provincial Executive Council and Heads of Department. The Deputy Minister made a presentation on the role of the Department of Performance Monitoring and Evaluation in the Presidency.
Pule outlined the approach and processes to be followed in performance monitoring and evaluation. This includes the consultative process and approach of Inter Governmental Relations principles as enshrined in the Constitution.
She engaged the provincial government on what is expected from various departments and municipalities and the role of the premier's office as the central nerve centre in ensuring that all monitoring process are streamlined and coordinated properly.
One of the key features of the new monitoring unit is tracking spending patterns against service delivery reports, together with Treasury and the Auditor General.
"The province must encourage good governance in general in order to improve lives of ordinary people, which means we must be accountable and transparent at all times," said Pule.
The visit of the Deputy Minister coincided with the launch of a provincial cleaning and greening campaign, which is part of Operation Hlasela, the province's service delivery model.
The campaign is led by the Free State premier and supported by all municipalities.
The deputy minister gave a message of support to the campaign during the launch at Batho Location. "Campaigns like this are important because they will ensure that our children benefit from clean environment," she said.
Pule also congratulated the Free State provincial government on the implementation of Operation Hlasela.
"Operation Hlasela is a step in the right direction in making sure that the centre is able to monitor project implementation and track progress. The manner in which the Premier and the team has shown leadership is commendable. I was impressed by the fact that Operation Hlasela takes into cognizance the alignment of key five key government priorities," she said. - BuaNews
