Departments, public entities to make written submissions

Pretoria - The Presidential Remuneration Review Commission (PRRC) has urged all government departments and public entities to make written submissions on matters that the Commission is required to investigate, by 31 July.

“Issues that the Commission is required to investigate, in accordance with its terms of reference, include matters such as delivery of basic education, recruitment, promotion and retention of educators, performance management, job evaluation, grading and fiscal sustainability of the wage bill,” the Commission said on Thursday.

The Commission, which was appointed by President Jacob Zuma, is headed by former Chief Justice Sandile Ngcobo. Its mandate is to inquire into remuneration and conditions of service in the Public Service and Public Entities as listed in Schedules 3A and 3C of the Public Finance Management Act 1999, with educators receiving priority.

The former Chief Justice said the inquiry is concerned with the delivery of the rights promised in the Constitution and ensuring that those tasked with the delivery of these rights are remunerated fairly and provided with the necessary tools and environment to do so whilst the stability of the wage bill is promoted.

“We therefore would like to appeal for maximum co-operation from all stakeholders, particularly those organisations entrusted with worker representation.

“The Commission expects its stakeholders to come forward with accurate information and data so that it can in turn make accurate and sound findings and workable recommendations,” said Ngcobo.

He said without accurate information and data, there is a real danger the Commission’s findings and recommendations may be flawed, to the detriment of the public as a whole. 

The Commission said submissions required to be detailed and comprehensive and any views or opinions expressed should be substantiated as far as possible with verifiable facts and data.

“The submissions may be hand-written or typed and must be sent to the Commission by no later than 31 July 2015 via email, post or hand delivery to the Commission’s Lynnwood office in Pretoria.

“Stakeholders are further alerted to the existence of Statements of Issues which are documents intended to assist them when making submissions, to focus on issues the Commission envisages as being most relevant to its investigation,” it said. - SAnews.gov.za
