Standing Committee on Appropriations briefed by DPME

Pretoria – The Department of Performance Monitoring and Evaluation on Thursday delivered a presentation to the Standing Committee on Appropriations (SCOA).

“The DPME has on behalf of government complied with the request from SCOA for progress reports on the Medium Term Strategic Framework (MTSF) 2014-2019,” said the department on Thursday.

The department delivered a presentation to SCOA focusing on the alignment of the government budget to both the National Development Plan (NDP) 2030 and the MTSF 2014-2019 as well as progress with implementation of the MTSF 2014-2019.

The department provided an overall report on the progress with the implementation of the MTSF for the third quarter of the 2015/16 financial year, progress reports on Outcomes 1 to 14 for 2015/16 – from the Programme of Action website, which is available to the public - a list of national departments and provincial departments and other state entities that owe municipalities large sums of money and funding allocation to rural business by the Industrial Development Corporation (IDC).

It further provided data on national and provincial government departments that owe municipalities huge amounts of money.

“These debts impact negatively on the capacity of affected municipalities to deliver basic and essential services to the public,” said the department.

The DPME said it will start monitoring the performance of development finance institutions (DFIs) and the state owned enterprises, and their contribution towards addressing the triple priorities of poverty, unemployment and inequality.

The department therefore provided to SCOA data on the amounts disbursed by the IDC during the period 2012-2016.

The report to the SCOA was to re-assure Parliament and by extension the people of South Africa that government is steaming ahead with the implementation of the NDP.

SCOA has requested an ongoing relationship with DPME, which the DPME has welcomed. – SAnews.gov.za
