Johannesburg - Transport Minister S'bu Ndebele says every 18-year-old should have a learners or drivers licence when they complete their Grade 12.

Ndebele, addressing the Road Safety Summit in Midrand on Friday, said his department is currently working closely with the Department of Basic Education to ensure that the programme is implemented in schools.

He said this would ensure that the youth lead the shift from a culture of lawlessness to a new culture which values one's own life and treasures others' lives.

Ndebele told the summit that aims at providing solutions to road safety challenges that he was concerned about the poorest communities who live alongside busy highways and deadly roads. The minister also warned that irresponsible driving will not be tolerated.

The summit, attended by the various stakeholders in the transport sector, will also focus on forming partnerships to create ownership of the road safety programme, as well as ensuring a consistent approach to dealing with road safety throughout the country.
