Comments sought for iKamva National e-Skills Institute Bill

Wednesday, May 23, 2018

Interested organisations and members of the public have been called to submit written comments on the Ikamva National e-Skills Institute (INESI) Bill, which seeks to address the shortage of e-skills in the country.

The deadline for the written submissions is 12 June 2018.

The Bill was published in the Government Gazette on 20 April 2018 and seeks to establish iNeSI, a public entity in terms of the Public Finance Management Act (PFMA).

Chairperson of the Portfolio Committee on Telecommunications and Postal Services, Jabu Mahlangu, said that among other things, the Bill will integrate the department’s three e-skills development-related components - namely the National Electronic Media Institute of South Africa (Nemisa), the e-Skills Institute (e-Si) and the Institute for Space and Software Applications (SSP).

“Most importantly, it will provide for the establishment of iNeSI as a juristic person, its objects and functions, appointment of the board members and their composition,” Mahlangu said.

It is envisioned that the institute will collaborate with relevant post-school education and training institutions that offer digital skills and multimedia programmes to maximise the use of existing infrastructure and resources.

After receiving the written comments, the committee will deliberate and arrange for oral submissions to gain further clarity.

Written submissions and enquiries should be directed to Ms Hajiera Salie, 3rd Floor, Office 3/101, 90 Plein Street, Cape Town, 8001; or emailed to hsalie@parliament.gov.za.
