North West Finance MEC Kenetswe Mosenogi has introduced the newly appointed Provincial Executive Representative (PER), Pringle Raedani, to the political and administrative leadership of the Maquassi Hills Local Municipality.
The MEC introduced Raedani in collaboration with the Cooperative Governance, Human Settlements and Traditional Affairs MEC, Gaoage Molapisi, on Wednesday.
Raedani’s appointment follows a North West Provincial Executive Committee (EXCO) resolution of 1 July 2026 to intervene in the Mamusa and Maquassi Hills Local Municipalities through the implementation of mandatory Financial Recovery Plans.
The intervention is being undertaken in terms of Section 139(5)(c) of the Constitution, read with Section 146(3)(b) of the Municipal Finance Management Act, 2003 (Act 56 of 2003).
Mosenogi said the PER will provide strategic leadership and oversight of the implementation of the Financial Recovery Plan.
Supported by a multidisciplinary team of experts, Raedani will oversee financial management, governance reforms, institutional strengthening and service delivery improvements aimed at restoring financial discipline, accountability and compliance with legislative requirements.
The PER will also exercise oversight over governance systems and institutional processes, monitor the municipality’s financial position, strengthen expenditure controls, guide compliance with the MFMA and coordinate the implementation of measures contained in the Financial Recovery Plan.
Maquassi Hills has been implementing a voluntary Financial Recovery Plan for the past three years. While some progress has been made, Molapisi said implementation challenges persist.
These include inadequate accountability, weak coordination of recovery initiatives, limited consequence management and an inability to implement critical recovery measures at the pace and scale required to restore the municipality’s financial sustainability.
Molapisi said the experience gained during the voluntary recovery process has demonstrated the need for a more focused and decisive intervention to accelerate implementation, strengthen oversight and improve coordination among stakeholders.
The intervention is also intended to ensure that recovery measures produce measurable and sustainable outcomes within a shorter timeframe.
The municipality welcomed Raedani’s appointment, describing it as an important step towards restoring financial sustainability, strengthening governance and accountability, improving institutional capacity and ensuring the delivery of quality services to residents. – SAnews.gov.za
