Pretoria - Bojanala Platinum District Municipality in the North West province has been commended for consistently receiving unqualified audits since 2003 until the 2012/13 financial year.
The North West Legislature on Wednesday said the Committee on Local Government congratulated the district municipality on its performance for the 2012/13 audit outcomes and the Action Plan prepared by the municipality to address its challenges.
This follows a meeting held by the committee with the municipality for the 2012/13 Annual Report.
Committee chairperson Raymond Elisha said the district municipality has been consistent in dealing with their audit findings.
“Findings on the audit opinion were reduced to two -- matters of compliance and performance information -- and they have become a good municipal model in the province and should keep up the good work,” said Elisha.
He said the municipality should work with the Office of the Auditor General on a regular basis to address both matters of emphasis to ensure that in the next financial year, it will acquire a clean audit opinion.
The committee also requested a report of the council committee appointed in terms of section 32 of the MFMA as well as subsequent resolutions relating to their work.
Acting Municipal Manager George Ramagaga said the district municipality used Ehlanzeni District Municipality as a bechmark, which received clean audits for three consecutive years.
“After our consultation with their team, management - together with the internal audit - reviewed, audited and reduced the key performance indicators to less than 80 to ensure compliance with the SMART [specific, measurable, assignable, realistic, time related] criteria.
“A compliance officer was appointed to collect and maintain a portfolio of compliance evidence in terms of laws and regulations,” said Ramagaga.
He said performance is now audited on a quarterly basis by internal audit and reported in the audit committee meetings.
Elisha said the district municipality should assist municipalities within its area of jurisdiction to attain better audit outcomes. - SAnews.gov.za
