Animals Bill referred back to Parliament

Pretoria - President Jacob Zuma has referred the Performing Animals Protection Bill back to the National Assembly for reconsideration.

The President referred the Bill back to the National Assembly because in his view, the National Council of Provinces (NCOP) failed to follow the procedure outlined in section 75 (2) of the Constitution and Rule 61 of the NCOP’s Rules during the voting  on the Bill in May 2016, said the Presidency in a statement.

According to the Constitution, the President must assent to and sign a Bill referred to him by the National Assembly.

However, if he has reservations about the constitutionality of the Bill, he must refer it back to the National Assembly for reconsideration. – SAnews.gov.za
