SA beefs up disaster management response

Pretoria - President Jacob Zuma has appointed an Intergovernmental Committee on Disaster Management (ICDM) that will advise Cabinet on issues pertaining to disaster management, said the Presidency.

“The ICDM will advise and make recommendations to Cabinet with regard to issues relating to disaster management and on the establishment of a national framework for disaster management aimed at ensuring, amongst others, an integrated and uniform approach to disaster management in South Africa,” the Presidency said on Wednesday.

The advice and recommendations of the ICDM will apply to all national, provincial and municipal organs of state, statutory functionaries, non-governmental institutions involved in disaster management, the private sector, communities and individuals. 

The Committee is established in terms of section 4 of the Disaster Management Act, 2002. The Committee is comprised of relevant Cabinet Members and provincial Members of Executive Councils involved in disaster management, as well as members of municipal Councils selected by the South African Local Government Association.

The Intergovernmental Committee on Disaster Management is comprised of the following:

  • Minister of Cooperative Governance and Traditional Affairs, Des van Rooyen as Chairperson
  • Minister of Agriculture, Forestry and Fisheries, Senzeni Zokwana
  • Minister of Basic Education, Angie Motshekga
  • Minister of Defence and Military Veterans, Nosiviwe Mapisa-Nqakula
  • Minister of Energy, Tina Joemat-Pettersson
  • Minister of Environmental Affairs, Edna Molewa
  • Minister of Finance, Pravin Gordhan
  • Minister of Health, Dr Aaron Motsoaledi
  • Minister of Higher Education and Training, Dr Blade Nzimande
  • Minister of Home Affairs, Malusi Gigaba
  • Minister of Human Settlements, Lindiwe Sisulu
  • Minister International Relations and Cooperation, Maite Nkoana-Mashabane
  • Minister of Mineral Resources, Mosebenzi Zwane
  • Minister of Police, Nathi Nhleko
  • Minister in the Presidency for Performance, Monitoring and Evaluation, Jeff Radebe
  • Minister of Public Works, Thulas Nxesi
  • Minister of Rural Development and Land Reform, Gugile Nkwinti
  • Minister of Social Development, Bathabile Dlamini
  • Minister of Transport, Dipuo Peters, and
  • Minister of Water and Sanitation, Nomvula Mokonyane
  • All MECs responsible for Cooperative Governance and Traditional Affairs from all provinces as selected by premiers 
  • Two Members of Municipal Councils selected by South African Local Government Association.
