Dept to address challenges faced by CPAs

Tuesday, June 10, 2014

Pretoria - The Department of Rural Development and Land Reform is to hold discussions with Communal Property Associations (CPAs) and Trusts in Limpopo as part of efforts to resolve internal challenges within the structures.

Many communities that have received land are plagued by internal wrangling and disputes resulting from alleged maladministration by CPA executive committees, and in some instances Trustees.

The Chief Land Claims Commissioner Nomfundo Gobodo will lead the deliberations, where all CPAs are represented.

The department is seeking a consolidated approach led by the CPA’s structure in order to find resolutions to the current challenges.

Inspired by the Rural Economy Transformation System, the Limpopo province is set to meet with all legal entities in the Vhembe district on Wednesday to discuss the distribution of power and responsibility model (The wagon wheel model outlining roles and responsibilities towards rural economy transformation).

Among other interventions, the Department’s Rural Economy Transformation system calls for the appointment of a transactional advisor to assist to review the business on the land held by a CPA, and help set up administration systems, as well as the appointment of forensic auditors to audit the finances of the farms.

The Chief Land Claims Commissioner is of the view that harmonized relations between beneficiaries and CPA committees and Trustees will lead to productivity on all land reform projects. – SAnews.gov.za
